The Technical, Professional and Officeworkers Association of Michigan prides itself on being the only statewide public employee bargaining agent in Michigan -- and one of the few in the country -- that utilizes a staff of full-time in-house attorneys. |

The TPOAM's distinguished legal staff is headed by General Counsel Frank Guido, who has been with TPOAM since 1980. Frank is a member of the State Bar of Michigan and the criminal law and labor and employment law sections. Guido specializes in collective bargaining, contract administration, grievance arbitration, unfair labor practice proceedings, and corporate, administrative and criminal-defense matters. Mr. Guido is also the leading expert on Garitty, Weingarten and PERA issues, having argued its application in front of the U.S. District Court and published his opinions in various journals. |

Martha M. ("Marty") Champine is an Assistant General Counsel for the TPOAM and its affiliate organizations. Marty graduated from Madonna University, magna cum laude, with a Bachelor of Science degree in Social Science. Marty received her Juris Doctor degree, cum laude, from the University of Detroit Mercy in 1992. From 1992 to 1995, she was an associate attorney practicing in Bingham Farms, specializing in civil litigation, labor, commercial, and family law. Since joining TPOAM in 1995, Ms. Champine has scored impressive victories for members in many high profile cases. |

George J. Mertz is an Assistant General Counsel for TPOAM and its affiliate organizations. Prior to joining TPOAM George worked in the Gaylord office of the law firm of Plunkett & Cooney, P.C. As an associate attorney with Plunkett & Cooney he practiced insurance defense litigation and acted as a Prosecutor for the City of Gaylord. George received a Bachelor's degree in History from Michigan State University, and earned his Juris Doctor from Michigan State University – Detroit College of Law in 2001. While attending law school he clerked in the Executive Division of the Michigan Attorney General's Office. In addition to his legal background, George brings a personal connection to TPOAM as his father was a police officer for 31 years and also served as President of his local TPOAM Association. |

Douglas Gutscher comes to TPOAM from St. Louis, Missouri where he graduated from Southwest Missouri State University with a Bachelors Degree in Political Science. Doug obtained his law degree from Michigan State University College of Law. Mr. Gutscher served as an Assistant Prosecuting Attorney in 2003-2004 in Barry County, Michigan where he caught the attention of TPOAM and earned the respect of local police officers. Doug has applied his previous experience wisely as he represents a large portion of members enrolled in the Extended Criminal Protection Plan. |
